The National Guard flag is red with the Russian flag in the canton. The emblem depicts the two-headed eagle in gold.
I am not certain about the two shades of red.

The Federal Service is a government structure for directing the troops.
The
flag of the service (shown above) is used in cabinets of the commander-in-chief
and other officials; hoisted upon the buildings of the service. It can be made
in multiple copies.
Also, each regiment and battalion of the National Guarsd have their individual
military banner (colours).

The banner of the troops is used for parades and other ceremonies. It exists
in only one exemplar. Not for replication (copying). The banner is dark crimson.

On May 17, the Finnish newspaper Helsingin Sanomat ran
an eye-catching
picture of Putin holding what the caption identifies as the flag of the
National Guard. The picture is from 2017.

The Internal Troops of the Ministry of Internal Affairs of the Russian Federation (VV MVD of Russia) are paramilitary formations (since 1917 since they took part in active combat many times over the years) although established earlier as similar to the gendarmerie that existed within the structure of the Ministry of Internal Affairs of the Russian Federation, performing tasks to ensure the internal security of the state, public security, protection of the rights and freedoms of man and citizen from criminal and other unlawful encroachments. Its immediate predecessor were the NKVD troops and its former predecessesors' troops.
The predecessor was "Внутренние войска Министерства внутренних дел Российской
Федерации (ВВ МВД России)" (Internal Troops of the Ministry of Internal Affairs
of the Russian Federation, VV MVD of Russia, usually referred to as "MVD

Ministry of the Interior were transformed into the "Национальную гвардию"
(National Guard), known as "Росгвардия" (romanized Rosgvardiya, English:
Rusgard). The "Федеральная служба войск Национальной Гвардии Российской
Федерации" (Federal Service of the National Guard Troops of the Russian
Federation) was also formed by the "Указ Президента Российской Федерации № 157

Crowned with a gold
(silver) double-headed eagle with outstretched wings, holding crossed swords
with silver blades in its paws. On the chest of the eagle is a triangular shield
with a rounded top. In the maroon field of the shield is a horseman slaying a
dragon with a spear. The shield is bound in silver with gold braces. The
heraldic sign - the emblem of the troops of the National Guard of the Russian
Federation can be performed in a single-color image. It is allowed to use a
shield on crossed swords without a double-headed eagle (small emblem) as an
independent emblem of the troops of the National Guard of the Russian

DESCRIPTION OF THE
BANNER OF THE NATIONAL GUARD OF THE RUSSIAN FEDERATION
The banner of the
troops of the National Guard of the Russian Federation (hereinafter referred to
as the banner) consists of a cloth, a staff with an inflow, a pommel, two
brackets, a braid with tassels and banner nails. A set with a banner may also
include banner ribbons, pantaler and a banner case. The banner cloth is square,
with a side of 130 cm, with a margin for fastening to a pole, made of white
fabric. On the obverse and reverse sides of the banner panel there is a
straight, equal-ended maroon cross with widening ends. The corners between the
ends of the cross are white.
In the center of the cross is the main
figure of the State Emblem of the Russian Federation: a golden double-headed
eagle with spread wings raised up. The eagle is crowned with two small crowns
and - above them - one large crown, connected by a ribbon. In the right paw of
the eagle is a scepter, in the left - orb. On the chest of the eagle, in a red
shield, is a silver rider in a blue cloak on a silver horse, striking with a
silver spear a black dragon, overturned and trampled by a horse. The pole of the
banner is wooden, of round section, painted in brown color. Shaft diameter - 4
cm, length - 250 cm.
Banner staples - in the form of rectangular plates
of golden metal, put on the shaft one under the other close to each other. On
the upper bracket are engraved the words: "INTERNAL TROOPS OF THE MINISTRY OF
THE INTERNAL AFFAIRS OF THE RUSSIAN FEDERATION February 21, 2002". On the lower
bracket are engraved the words: "TROOPS OF THE NATIONAL GUARD OF THE RUSSIAN
FEDERATION" and the date of the transfer of the banner. The pommel is metal,
golden, in the form of a slotted spear with a relief image of the State Emblem
of the Russian Federation.
The inflow is metallic, golden, in the form of
a truncated cone 9 cm high. The brushes are woven from silver, orange and black
threads. The lace for fastening brushes is made of silver galloon, stitched
along the
edges with black and orange threads. The hats of the banner nails
are golden. The banner was handed over to the Director of the Federal Service of
the National Guard Troops - Commander-in-Chief of the National Guard Troops of
the Russian Federation General of the Army V. Zolotov on March 27, 2017 by the
President of the Russian Federation V. Putin in the State Kremlin Palace.
